Can I use the Mobile Data Plan (MDP) feature if I use Wi-Fi and deactivate cellular data?

If you have previously used MDP and the cache is still stored, then MDP can be used. Meanwhile, if you have never used MDP, then the MDP page will not appear (cannot be used).
